Craig has spent over 33 years focusing his practice primarily on public utility and energy matters before the Pennsylvania Public Utility Commission (Pa. PUC) and the Federal Energy Regulatory Commission (FERC).  He represents public utilities, municipal authorities, public agencies, and organizations that provide education on and financing of renewable energy resources, including solar energy clients.

Craig provides advice and representation on a wide range of subject matters, including utility rate proceedings, utility certificate proceedings, generic and rulemaking proceedings, and matters involving energy conservation and renewable energy sources.

Representative Matters

  • Represents California Attorney General in ongoing 2000-2001 California energy crisis refund litigation before FERC and the federal courts
  • Advised corporation with large environmental groundwater remediation responsibility on Pa. PUC regulatory requirements for construction of a water pipeline and the economic transfer of the pipeline to existing public water utility
  • Represented various municipal authorities in rate and certificate proceedings at the Pa. PUC
  • Represented Pennsylvania local natural gas distribution and water utilities in rate proceedings at the Pa. PUC
  • Represents the Sustainable Energy Fund, a Pennsylvania corporation dedicated to promoting and investing in energy efficiency, renewable energy and energy education, and providing benefits and opportunities to utility ratepayers, in rulemakings and matters involving a major Pennsylvania electric company
