Janet represents clients before the Pennsylvania Public Utility Commission (Pa. PUC), and the Pennsylvania Department of Environmental Protection (Pa. DEP).  She also represents local governments.

Janet represents incumbent telecommunications carriers and water and wastewater companies before the Pa. PUC in a wide range of subject matters.  These matters include defending consumer complaint actions filed against the utility, applications for authority to provide, change or abandon service, rate proceedings and tariff revisions, and affiliated interest and security filings.  She also represents utilities, municipalities and railroad companies in Pa. PUC rail highway crossing cases.

Janet provides advice to municipal clients in matters related to adoption and amendment of ordinances, application of the Pennsylvania Municipalities Planning Code, Municipal Authorities Act, and the Pennsylvania Sewage Facilities Act.  In addition, she provides advice to cooperatives on Pa. PUC jurisdictional issues.

• Represented large incumbent telephone carriers in defending service and billing complaints
• Represented association of electric generation and natural gas suppliers in deregulation proceedings
• Represented Dominion Resources, Inc. in sale of one of its gas subsidiaries to SteelRiver Infrastructure Fund, N.A.
• Served as counsel to members of the Pennsylvania Rural Water Association
