Steve represents clients in regulatory matters before various Pennsylvania administrative agencies, including the Pennsylvania Insurance Department, the Pennsylvania Department of Revenue, the Unemployment Compensation Board of Review and the Pennsylvania Public Utility Commission (Pa. PUC).

Steve represents transportation, water/wastewater and telecommunications companies before the Pa. PUC.  His representation extends to matters involving certificate, rate, complaint, and enforcement proceedings, as well as affiliated interest agreement and tariff filings.

In addition, Steve represents municipalities and municipal authorities in land use, zoning, procurement, eminent domain, and local ordinance enforcement matters.

• Represented transportation companies in initial certification, territory expansion and tariff preparation proceedings before the Pa. PUC.
• Represented large and small telecommunications companies in procurement, service complaint and billing dispute matters
• Represented employers in Unemployment Compensation hearings and appeals

Representative Reported Cases

• Pilot Travel Centers, LLC v. Pa. Pub. Util. Comm'n, 933 A.2d 123 (Pa. Cmwlth. 2007), appeal denied, 938 A.2d 1054 (Pa. 2007) (existence of contractual relationship between service provider and customer is a significant factor in determining public utility status under prior Pennsylvania Supreme Court cases)
