Tom has spent much of his career representing a wide array of clients in virtually every type of rate, certificate, service, financing, and merger and acquisition proceeding before the Pennsylvania Public Utility Commission (Pa. PUC).  Tom’s experience includes representing major natural gas, electric, telephone and water utilities in litigation in those proceedings, as well as large institutional and municipal customers.

Tom is Pennsylvania counsel to gathering pipeline companies, including the first mid-stream natural gas pipeline to seek certification as a public utility pipeline.  He has been a speaker at the national Gas and Energy Conference hosted by the University of Texas Law School and the Texas Energy Bar on Pennsylvania Marcellus Shale pipeline issues.  In addition, Tom provides advice and representation to municipal and private water and wastewater providers on environmental matters.

Representative Matters

• Represents Laser Northeast Gathering Company, LLC as the first Marcellus Shale gatherer or midstream company seeking a certificate of public convenience in a pending litigated Pa. PUC proceeding
• Represents other gatherers in various matters before the Pa. PUC including its Generic Marcellus Shale Proceeding
• Represents major energy, telecommunication, water and wastewater clients both at the administrative agency level and before Pennsylvania appellate courts in merger and acquisition, rate, and financing proceedings
