Steve represents clients in regulatory matters before various Pennsylvania administrative agencies, including the Pennsylvania Insurance Department, the Pennsylvania Department of Revenue, the Unemployment Compensation Board of Review and the Pennsylvania Public Utility Commission (Pa. PUC).
Steve represents transportation, water/wastewater and telecommunications companies before the Pa. PUC. His representation extends to matters involving certificate, rate, complaint, and enforcement proceedings, as well as affiliated interest agreement and tariff filings.

- Represented transportation companies in initial certification, rate increase, territory expansion and tariff preparation proceedings before the Pa. PUC.
- Represented large and small telecommunications companies in procurement, service complaint and billing dispute matters
- Represented employers in Unemployment Compensation hearings and appeals
